since my engine build with much bigger cam, the brakes in my LJ are pretty crap and spongy (front disc, rear drums). suspect vacuum problem, might need to install a Crane vacuum reserve system or similar - where is a good brake place to test vacuum and get someone to have a look at it?

if your brakes are spongy thats nothing to do with vacum, if your brake pedal is hard and you need to push very hard on the pedal to pull up the car that is a no vacum issue, id say your lines just need a good bleed they may have disconected a brake lines when they dropped your crossmember to change bushes and just never bleed them properly.

try bleeding as dave said doesnt sound like a vac problem if it was a vac problem you would be standing on the brake and bracing yourself to push them down
