Hey brett,
Just from knowledge of building my shed this is what I know.
I've built over sth east water sewer easement and got that past with out too much problems but there are conditions. No footings are aloud to be within 600mm of the outside edge of the easement. We build my shed with only millimetres to spare and was designed to work around the Easements. Also we have a pit access on our property so as long as you get all the right permits they will always try and use the pit to access the pipes unless the is damage to the easement.
With concrete 100mm is the thinnest I would go and always use reo. F72 is the thinnest reo I would use for a shed (bit thicker and cost more but you don't want to go cheap with your floor) where you plan to have hoist you need to at least lay a metre square pad for where the posts will be and use a thicker f82 reo. The hoists I've looked at require a minimum of 104mm for concrete under posts but I'd go minimum of 150-200mm to be safe.
Also there are the two ways of setting your concrete weather you poor slab first and need to dig footings where the shed posts will be or the way I did it is to concrete steel beams in footings first which you attach shed posts too and pour concrete last which seals the shed off better. You do need to run plastic about a meter up the wall to make sure the concrete doesn't make contact with the colourbond sheets. This plastic is trimmed off once the floor dries.
I have a mate who installs hoists if you want a price for one and the 2 posters need minimum height clearance of 2800mm

Hope this helps a little bit mate
